I would go with DC. DC is accessible to cities in Virginia and cities to the North. Plus their public transportation is better. I would not have to drive all the time.
What cities in VA? They don't have any "cities" really. Rochmond is mid-sized and the Norfolk area is surburban.

Skyline- Atlanta
Cost of living- St. Louis
Public transportation- DC
Growth Rate- Atlanta
Overall, I would say Atlanta since it's growing and the cities that it's getting compared against growing isn't as much.
