This is as much of a toss up you can have, two old Midwest cities reinventing themselves at the same time. Both on a great lake, both have bad sports teams, well the Brewers are finally good since we stole CC from Cleveland. I think these two cities are the closest thing cities have to brothers.

Depends which study you use or census, I also included illegals as well. Have you ever volunteered for a census? they are always way short, never over projected numbers.

I chose Milwaukee b/c it's me hometown and also it's the city of festivals. Every weekend/weekday there is a street fest or big festival alone the lake for the whole summer.
Hey, Cleveland also has great beer & food, friday fish fry, and festivals (nothing like summer fest though). In fact these are two of the most similar cities in the country, at least on the surface.
I think the OP's population numbers might be a bit off though (per 2007 estimates):
Milwaukee Advantages
Better lakefront (by far)
Nicer inner city neighborhoods next to downtown
Summerfest
Only 2 hours from Chicago
better college atmosphere
did I mention better lake front?
Cleveland Advantages
Has a city rail transit system
Three pro sports teams all downtown
better cultural amenities
Cuyahoga Valley National Park
Better proximity to more cities for short trips (i.e. east coast, midwest, Canada)
Picked Cleveland, but admitingly it was a homer pick for me.
