I'm guessing Portland may be 2nd tier. Denver? etc?

Portland and Denver are not tier 2 cities, not even close. IMO, the following list is a good representation. To answer your question it would be between Miami and Seattle as far as the top, tier 3 city.

Its 2nd in Cali (proper) and eighth in the US

Size is arbitrary after you get out of the top tier of LA, NYC, and Chicago. Number 4 is ambiguous because you have the likes of Houston and PHX as the 4th and 5th largest cities. I don't think it is hard to argue that DC or SF Bay Area is in a higher tier than PHX.
So in my opinion.
Top tier:
NYC
LA
CHI
2nd Tier:
SF Bay Area
DC
Boston
Philly
...... (a few others possibly)
3rd tier
the rest
(I guess I pretty much agree with BlackOut's ranking, except I would put DC in tier 2)

Not really. He just listed them in just metros which is the best way to do this. However, in these type of lists, it's best to just list the primary city only. do not ask me why either lol.
