Los Angeles had the biggest impact just based on how many cities have los angeles gangs today & that's including new york city as well.
I believe in Los Angeles from 91-93 there were over a thousand plus murders consecutively for three years in a row & that's when they came with the 3 strike laws in 94 in Los Angeles.
But on a smaller city level it was either New orleans, Compton or Gary Indiana.
But the 90s can't go to one city cause almost every city reached it's peak in crime & everywhere was wild & dangerous.
From the big 3 like New York, Los Angeles & Chicago to the smaller cities like New orleans ,it was very dangerous in the 90s nationwide & can't forget how bloody D.c & Detroit was.

That had nothing to do with the three strikes sentencing, that happened because of Polly Klaas.
Where did you find the stats on this? As far as I know, the stats back then recorded them by district, which covered more than just neighborhood. That's all I've been able to find at least - unless EGP lined up 1-to-1 with a district. Since about 1998 or 1999, they started reporting by community area (i.e. EGP) and not just district.
I got this information from a research paper. It's called "Safely Passing Through the History and Territory of Chicago Street Gangs" by (John M. Hagedorn, Ph.D.). A quote from the study reads, "the other event that changed the nature of gangs and violence today, were the internecine gang wars of the 1990s. Rather than battles between “People” and “Folks,” these wars took place within “nations” and led to the most violent years in Chicago’s history. The Black Disciples/Gangster Disciples war mainly took place on the south side while Vice Lord sets fought one another on the west side. For example, in 1992, 98 people were killed in East Garfield Park, 62 in Englewood, and 60 in North Lawndale. Among Latinos, a “War of the Families” cost many lives of Latin Folks gangs. The wars of the 1990s had homicide rates twice that of the “spike” of 2012 or any year since 2004."

LAs impact was because of Hollywood and LA gangsta rap. In other words, the media. Was funny to see Bmore recently with Bloods, Crips and BGF in the whole protest coverage. Looked like the West Coast. Media is something else. Bmore copying from places that are not as rough as it. The media impact is more clear when you consider that the cooler sounding Bloods are far more popular outside LA when the Crips definitely are more numerous in LA. Bloods were created by smaller gangs coming together to fight off the Crips.
New York City was pretty bad during the early 90s, but only in certain neighborhoods (South Bronx, East New York, Harlem). Love him or hate him, Giuliani really did a number on the city.
North East Brooklyn and South Eastern Queens had very bad neighborhoods as well. I know most of Harlem (East, Central, West) had murder rates ranging from 88 to about 110 per 100,000 ..this with 600,000+ people, so the size of a small city.
