Minneapolis, MN has a very strong arts (especially performing arts) scene, one of the best in the country.
Minneapolis proper has about 350k, neighboring St. Paul about 300k, and the Twin Cities area as a whole 3m. However, it seems that most of the art-related stuff is concentrated in Minneapolis.
Frederick, MD - artsy with art festivals too often - east of the mississippi and south of the Mason/dixon line
but i guess it doesn't fit the population criteria
but i must say, mabey people need a little US geography course, austin (w of miss), Minneapolis(w of miss, n of m/d line), Ann arbor (n of M/D line), Albuquerque (w of miss) and portland (W of Miss, about level with M/D line)
