Houston, no doubt in my mind about that. I mean it's Texas, why on Earth would you look forward to snow in the first place it's a menace in Texas to get moderate amount of it and not be able to do anything recreational.
Houston has 1-2 days max with snow and the atmosphere is quite nice. Enjoy walking outside with maybe a thin sweater.
Pretty easy choice, IMHO.
I didn't compare to Atlanta, have not experienced it to know. But I did between Dallas & Houston.
Although I love snow, I get tired of it after a few minutes. So I would say Houston because it doesn't stay cold for very long, and most winters go by without requiring a heavy coat. Heck some winters I wear shorts all the way through.

I lost my heavy coat a few years ago. Finally found it in may when I was packing up my House.
Other than a really freak winter storm in Las Vegas two years ago, my Winters are usually warm one. They told us it never snowed in Vegas but it snowed for a couple of days. The airport was shut down and everything
No joke I only have one heavy coat. It is a cheap peacoat from Old Navy.
I had a dark brown one I bought from Banana Republic, but I lost that one too about 7 or 8 years ago.

I bought my coat from Burlington Coat Factory for 150 dollars.
Winter sucks but I admit I do like a big snowstorm or two but other than that why do I want it to be cold. In between Winters suck too, that nasty cold rain, that's mostly what our Winters are like except they're about 10 degrees cooler on average than Atlanta/Dallas Winters.
Houston. We get a little snippet of winter, but that's all I need. I don't do good with the cold.

Yeah we get that too. I'd rather deal with snow than cold rain.
