This one requires a bit of foresight as well some educated guessing. Which are top 5 (five) U.S. cities in terms of population for the year 2100? Will NY be supplanted as the no. 1 and who will it be? Which cities is in the top five now but won't be then? Will a city come out of nowhere and climb up the rankings?
I don't think this is likely unless Philadelphia starts annexing its suburbs, which is harder to do for it than for say, Houston
Most likely not, because of its much smaller land area but who really knows in about 100 years from now. Annexation laws could change or some land area in Houston might want to separate itself from the city of Houston and become its own town or city. Philly and New York will most likely be in the same MSA by 2100, so the argument will basically be pointless at that point. Philly will most likely be seen as being in the nation's largest metropolis by that point in time.
