true other than the rich neighborhoods the rest of miami is the ghetto
I enjoy parts of Santa Monica. The pier is a tourist trap but I like walking around there and watching the ocean and the beautiful sunsets. Third Street Promenade with its paid street performers I stay away from. Had the privilege of touring the 1930 art deco estate of legendary actress Dolores Del Rio & oscar winning set director Cedric Gibbons. The most beautiful home in SM imo. Many nice homes big and small, old and some new. Some of the 50s and 60s apt bldgs are interesting too. Not a dance club or night club scene but some trendy restaurants scattered around. Not a place for clubbing but that's ok.

These seem to be feasible observations IMO, however I must admit to having only stayed more than a night in Santa Monica twice. The most clear title mentioned above that I can see is "home to the homeless". Aimless or pushy Panhandlers and vagrants taunted arriving guests at the hotel in which I stayed and others lay sprawled out fully blocking pedestrians in the mornings along the oceanfront sidewalk. A claim to have no home is no excuse for harrassing visitors and heavily littering and receiving apparent immunity from the police. It's not that every city doesn't have this reality to deal with, it's just that the bad behavior seems to get a wider birth in CA and particularly Santa Monica. The city is beautiful however. Emphasize government and volunteer programs to assist those who are down on their luck, but don't empower bad behavior.
I have to disagree with some people. I would live in Miami, vacation in SM. I prefer the fogless, warm, lush and humid weather of Miami. I love the thunderstorms. Even the brief cold snaps wouls be refreshing, and I hate cold weather. SM has nice weather much of the time, but during that nice weather, the water is often too cool and the air is smoggy. I love the scenery and waves, but the darker water and gritty tan sand isn't as appealing as the soft white sand and warmer, teal water of Miami (despite it being too calm). And while I do hate Miami's flatness, I like the marshes around it, the nightlife, the Caribbean/Latin beat of the city. SM has some Latin beat, but not as much, and not as much nightlife. And in SM it stays too foggy and cool for too long, not enough rain either. I'd definately vacation there in summer/fall for the "warm" water and nice weather, but I'd head back to Miami in winter/spring to escape cooler temps and marine layer. Both places have pretty palms though.
I'll take Santa Monica over Miami Beach anyday of the week. I'm not into humid weather.
