Beach Replenishment on North Topsail? (Sneads Ferry: oceanfront, camp, live in)

We live in Sneads Ferry and are hearing a continuous humming noise like a pump motor. Is there beach replenishment going on? My husband went to the beach on North Topsail Island and did not see and pumping or dredging. Are there long-time residents who recognize the noise?

I wish there was as the erosion the past few months has been terrible. We live at the northern end by the inlet and haven't heard anything but the "Bombs'' from Camp L. If they don't do something soon Sneads Ferry will be oceanfront before you know it.
