Size. Wilmington is a good sized city of 110,000 people. It has urban amenities: art museum, theater, a downtown bar and restaurant district, a University branch, and a decent hospital.
Morehead City is much smaller at about 9,000 people. It has an industrial port area on the sound, and it is a gateway to the beach towns. It has numerous restaurants and bars, and one could walk to them if you select the right housing. Atlantic Beach is right across the bridge.
New Bern is about 28,000, and it is way up the river from the ocean, about an hour from the ocean. It is a historic city, and with the right money, one could find a walkable neighborhood. It has a decent arts community, and several good restaurants and bars, and some live music.
Wrightville Beach is the beach area closes to Wilmington. It is a separate town of 2,500, but is accessible to the amenties in Wilmington. I doubt that the OP could find anything except a condo in his price range. That's why I recommended the Eastwood Road area of Wilmington as being the closest to Wrightsville Beach.
