Probably not possible. All neighborhoods of more than about 20 homes built since sometime in the 1990s are required by NC law to have an HOA.

It is certainly possible. Realtor shows 66 land listings in Shallotte with "no HOA" as an option. I did not put any size or price limits, but here's the link: https://www.realtor.com/realestatean...hoa-no,unknown

Obviously, one will have to refine the list, and read the fine print on conditions for the lot. There are many modular and manufactured homes in the area. For example, this lot specifically allows modular and manufactured home: https://www.realtor.com/realestatean...0_M90639-86528
