Coastal areas are mostly defined by reinsurance companies, many of which are located in London or Switzerland. They view areas east of I-95 as "Coastal" i.e. exposed to hurricane damage. A reinsurance company is where Insurance companies go to spread some of the risk they acquire in certain areas, such as homeowners. They buy insurance to cover part of the insurance that they write. Perhaps the best values for insurance on the coast are with the "Beach Plan", the North Carolina Insurance Underwriting Association. This is where companies that exclude wind go to get wind/hail coverage for their clients.
