What's wrong with an online program from Boston? It's a fully accredited brick and morter school that offers some online degrees--it's not like it is some for profit diploma mill.
I'm assuming if you mean marketing you actually mean an MBA program? Stern is a fabulous school but if you're not going to get into whatever DC area school because of your GPA you're not going to have better luck at Stern - even in the part-time weekend program they're VERY selective with regards to GMAT/GPA and it really isn't any lower of a requirement for the full-time program.
Also, that's a LONG train ride every weekend and doing an MBA part-time (at least at Stern) usually requires classes both days of the weekend so doing it two days in a row would be brutal.
I don't see how Boston would even be doable on the train from DC - even on the Acela that has to be one long (and expensive ride). I'm in NJ and I don't think I could do that weekly so for you unless you make some kind of living arrangements up there I don't see how that's doable.
