I am a CPA by profession and work in the biotechnology sector in DC. For personal reasons, I want to move to California and and hoping to transition over to a more challenging role in industry/ university/ research institutions. Which MBA program would be the best fit for me? I am considering pursuing a dual degree (MBA-MPH). Of course Stanford is the best MBA program but what about UC Berkeley and UCLA?

UC-Berkeley will probably be the best bang for your buck. It is definitely one of the top public universities in the nation. From my understanding, the UC system has very affordable tuition.
All 3 have great programs, and more power to you if you can get into all 3.
Given a choice, I'd go with Stanford. Few schools are worth the debt, and Stanford is certainly one of them. Between UC Berkley and UCLA, I'd choose Berkley, but you're really just threading needles here; either program should provide the opportunities that you are looking for.

My sister got her MPH at UCB, it's a pretty good program, from what I hear; and my brother got his MBA from UCB, it's also a very good program, from what I hear - and he's making mad ducats, so...
The best school closest to where you live/work...
and/or the best school with the lowest cost relative to complete time...
and/or the best school that your CURRENT employer will reimburse for.
I doubt this option will lead to any of the 3 preferences mentioned in the OP.

The OP would pay out of state rates though. That's significantly higher.
There are a lot of good schools in the DC area. Can you complete your MBA there so that you at least get in-state tuition?
