I believe Eastern Oregon University and Bellingham Technical Community College offer in-state tuition to about everyone. There are likely other colleges that do this.

Most private schools offer one tuition fee for all students. You should also look at the schools in neighboring states - for instance, I live in California. The University of Hawaii offers a significantly discounted rate for students who live in the western states.

University of South Carolina does with the right GPA, So does the University of Alabama. I'm assuming you are in Virginia since your name refers to Tidewater- have you looked at your in-state Private Colleges? My son attends Roanoke for a pretty steep discount.

Here, I just found this link that lists Southern Schools that participate in Academic Common Market/Regional Contract Program

are you from VA? if so, Id say the options in Virginia are absurd. There's a type of college for everyone.
