Being married makes you an independent student, so I would guess that you should answer question 53 as no if you do not provide over half your children's support as you will be independent based on being married anyway.

I was wrong......(it was bugging me so I checked the FAFSA help directions). You would check "Yes". Here is what I copied from the help section of the FAFSA (question 53):
"Select Yes if you have children who receive more than half of their support from you (and if married, your spouse).
Select Yes if you are expecting a child who will be born before or during the school year, and you (and your spouse) will provide more than half of the child's support.
Select No if you do not have children who receive more than half of their support from you (and your spouse)."
As Reneeme pointed out, you would answer 'yes'. Legally, what is your husbands' is also yours, so even though you are a SAHM, FAFSA would consider his income your income. Having dependents would reduce your EFC, anyways.
Another question. I am wondering, since my husband made a lot less this year than in 2008, would I be better off to wait & fill it out for this year, & WHEN would that be? for 2009-10 ,right now it says to use the 2008 income tax return.
a 2009-2010 FAFSA would mean you are going to be going to school shortly (January 2010 - May/June 2010). If that is when you will be going to school, then that is the correct FAFSA and you use 2008 taxes.
However, if you will be starting school in September 2010, then that is the 2010-2011 FAFSA, which will be available January 1 2010, and you would use 2009 tax returns.

One more thing, you'd want to complete the FAFSA as soon as possible after Jan 1. If you can do your taxes quickly, and the do the FAFSA early February, that should work well. Check your school's deadlines to be sure though (and if you do not know which school you will be going to yet, check the websites of the potential schools).
