19% means the amount of light that is going through the window. I believe Colorado allows down to 27% on all windows.

Careful with tint. Your vehicle can be impounded. Are you good with a blade removing the tint?

I guess I am confused. If you buy a car that is already tinted, how are you supposed to know if it is tinted too much for the state you are in?
If each state has different laws then it could be legal in one state and not in another.

So how do you get a car tested to see if it isn't over the allowed amount?

I know that ignorance of the law is no excuse, but still, I don't see how it is fair to give someone a ticket for too dark of tint when you didn't know it has been tinted too dark by someone else.

The dealerships are not suppose to put anything that's not legal, but it doesn't hurt to check.
