Using Handbrake to isolate a 5 minute clip (and cut it) from a 45 minute video we opened the program and did not change any settings and clicked on encode. The result was lower quality video.
Which settings should we use? Thanks.

Under video tab, I generally use constant frame rate of 20, .264 codec to go to MP4

You can use the slider to increase or decrease from 20.

I didn't know Handbrake can be used to cut a video file. The latest version V 1.0.0 has presets with quality ranging from
very fast; fast; HQ, super HQ. For SD (standard definition) files, use HQ or super HQ. For HD (720, 1080) files, use fast, HQ, or super HQ. Note that for HD files, the presets HQ or super HQ takes a long time and results in large sizes.

Not familiar with hanndbrake Howard but with most editors (i realize this is not an editor) if the output values such as the codec, resolution and bitrate are the same as the input it will not renencode the video.

If that is not possible that most important thing is to not increase the resolution, play around with the bitrate until it's acceptable.
