I'm from Philly but I've Been in Ct for 3 years..I'm engaged and I live in bridgeport with my fiancé and daughter. When I lived in Philly I owned a hand gun and kept it locked up in my house and I didn't need a permit for that. Do the same rules apply in Ct?

No, but CT is a "will-issue" state, so unless you have a criminal record, you should have no problems. You do have to get a permit, and it's a concealed carry permit. CT ONLY issues CCW permits, though obviously you do not have to carry if you don't want to. You should inquire with your local gun range. The procedure varies a bit from town to to, though ultimately you will pick your permit up at the Bridgeport state police facility.

If you already own a handgun, then no permit will be required. However, you will not be able to take the handgun outside your house without a permit- even if the gun is unloaded and in a locked case. According to CT, that's carrying, and a permit is required. That permit will allow you to carry a concealed handgun if you so choose.

However, it sounds like you no longer own the handgun you had in Philly. To purchase a handgun in CT, you will need a permit to carry, or an eligibility certificate. The requirements for the permit and the certificate are essentially the same, so you should go for the permit.

Alternatively, there is no permit required to buy long guns, although there is a two week waiting period if you do not have a hunting license. If you are looking to keep a weapon at home for protection, a pump action shotgun is a good choice.

I was told they no longer give out the eligibility certificates, and only give out the CCW permits now. I got mine ~5 yrs ago.

They're still listed on the DPS website
DPS: Connecticut State Pistol Permit
but that doesn't mean they still issue them.
