I had an electric water heater replaced in Cromwell and didn't have a permit. An inspector did come by the house to check it out though after the fact. Not sure what he was looking for and he was only there for about 30 seconds. I don't think you can find anything in 30 seconds so maybe he just wanted to look busy.
The water heater was in a crawl space about 4 feet high. No way to stand in that area and I think once he saw that he changed his mind on the inspection.
