Anyone can recommend any good boat launches in CT. I need something as flat as possible.

Fresh water or salt?
If salt, many towns have ramps, but many require resident passes.
Marina Beach in Fairfield and Vets Park Norwalk have very shallow flat ramps for launch. Westport has one under the saugatuck bridge but it's a little steeper if I recall. They all require resident passes though.

Yes key question where are you looking lots of ramps in the state. There is a state run free one in Old saybrook under 95 that's pretty good.

Did you have to learn the rules of the water before venturing out with the JetSki? For instance Buoys, where the underwater rocks are, police boats, how far to go, shipping lanes, ect.

Yes, you need a license and follow the same rules as boats - channels in and out, no wake zones, etc.
You can go all the way to Ireland if you want.

The community colleges run classes for the operators permit. A few other places as well.
