In Woodstock... Last year, Crabtree & Evelyn was bought out by a Chinese firm and pulled out their manufacturing plant here. That leaves the number of large businesses at around 2, unless you count Woodstock Academy, plus farms. A brewery bought a farm here to grow ingredients and make hard cider, but I am hoping they don't muck things up with a retail presence in what is otherwise a beautiful residential area. The town is still a great place to live. We need some people who care about preserving historical homes to buy a few of the gems here and keep them up. Those are the big things happening here.

Read somewhere that UConn is closing or has already closed their campus in Torrington.

The children’s museum in Torrington underwent a significant expansion from 2017-19. It is one of the better ones in the state IMO, particularly considering its size which is small. Great for a wide range of ages.

Norwich still has their (A-Detroit) Sea Unicorns baseball team at Dodd Stadium...for now? There's a chance that this team, along with the (A-Boston) Lowell Spinners and others around the country could be gone in 2021 if Major League Baseball gets their way. The (AA-Colorado) Hartford Yard Goats are "safe". It's a safe bet that New Britain will be completely without any baseball period after this season. (First window for them to get out of a long term lease.)

This may not be the kind of development you were asking about, but I have news about Killingly in the Northeast corner. One of the old-line church has a gay man as minister who is married to another male minister. My ancestors would be rolling over in their graves to see a church called "open and affirming". However, this minister has some very joyful, creative ideas for the worship experience. I would be interesting in attending if I were in the area.
