As a left on red (1-way > 1-way) is permitted in the state of NY (not NYC), I always assumed that it was the same here in CT. Why, I don't know, I just did.

Then one day, I was in (sorry, I forget the town), and I am driving down a 1-way street, and then I came to an intersection where the light was red. The street to the left is also a 1-way. I am thinking to myself, do I...? I look up, and there is no l on red allowed sign. Dude behind me starts honking at me. So I went. That, at the time, was "confirmation" that the turn was legal.

As I come to understand it, l on red is not legal in CT. Was it ever?

If it’s a flashing red light then it’s okay (acts as a stop sign).

What I’m viewing in my head after you wrote is a one way coming up to an intersection where you can then only turn left onto another one way and the light is flashing red, then it’s fine. But no, left on a hard red light is not okay in CT

In my observation, a car stopped at an intersection waiting for oncoming traffic while taking a left turn obeys the "left on pink" rule. You have to assume several cars taking a left will run the light after it turns left and the oncoming traffic stops. At a stoplight, green means "wait 5 seconds for everyone to complete running the red light".
