Matter of opinion. This technology is so young, we don't really know the impact on our health in 20-30 years.
Right now all research has been mixed, with no definitive proof that cell-phone radiation harms human health, but also unable to completely clear it of any potential risk.
While I agree that Bluetooth headphones, which obviously are used very close to your body, may pose less risk than cell phones because of their weaker signals, we just don't know if that "less" is safe or not because it doesn't mean they definitely pose no risks.
Existing research hasn't revealed the threshold below which RF signals clearly pose no threat.

Bluetooth earbuds get even closer to the wearer's brain than Bluetooth headphones. But I am cautious about wearing both Bluetooth headphones and earbuds. The metal detectors I use incorporate Bluetooth for the use of headphones, but also have a headphone jack if one does not want to use wireless ones. I use wired headphones these days.
