I hope to hell they wouldn't "fill a bag with expired products". That's disgusting, and probably illegal.

There are sleazy people out there, individuals, not stores, who actually do this on a regular basis. They take the expired, no-good food they find in their cabinets and they pretend they are making a "donation" and give it to the food pantries instead of just throwing it out. Low-life animals, just plain ugly and mean to do something like that. Of course, the people at the pantries have to sort through it and toss it out.

My baser side always hopes that such people will someday get paid back for their smallness and meanness and find themselves on the receiving end of need and finding only people willing to give them garbage.
