Since cops are humans, I'd say that a small percentage of them do.

No, cops don't steal from crime scenes sometimes, they do it all the time.

But it's illegal to steal. I thought laws prevent people from doing illegal things.

I agree whole heartedly with this, most police officers probably don't steal, some do. However, the real issue is with the other officers that refused to investigate when the store owner reported it. Bad behavior of an individual is one thing, an institution turning a blind eye to the behavior when it is brought to their attention is a whole lot worse.

I suspect that whenever there's cash involved in a crime scene, cops do tend to steal some of it.
