After learning Pentagon employees used tax payer money to fund escorts and gambling, I do wonder how prevalent it is, for government employees to swindle the tax payers of this country?

I think sometimes if people aren't corrupt when they get in these positions that they sure do become corrupt after learning the system. The administration manager at my old company was as conniving as the day is long. Him and the HR clerk were two peas in a pod. Oddly, he also tried to game the HAMP program despite a hefty income.
