I live in the immediate area where the accident took place. The signage on the highway actually reads,"Flashers must be on when traveling below the posted speed limit". Also, the local roads generally have highway speeds or close to it as their legal speeds. The roads are also twisty with steep inclines/declines in many places. Personally, I think the highway, in theory, was the safest place for them to be if driving on a donut. That particular stretch of 380is level and pretty much a straight run.
No excuses about her using FB Live while driving. I won't even chalk up to her age, either. I travel 250 miles per day for work-I see all ages playing on their phones while driving.

Oh I agree with this. I'd rather be on the road next to the guy who just left the bar after 2-3 beers than someone whose eyes are glued to their phone while driving. I see this all the time when I look next to me or in my rearview, from idiots taking selfies on the expressway to other reading stuff and laughing all while swerving in and out of their lanes. Ridiculous.
