Additionally, Grace Joan Smith, 69, and James Edmund Smith, 62, were arrested and charged with child neglect for failing to report the abuse. Grace Smith has also been charged with cruelty toward a child. The report named the Smiths as the parents of Dericka and Posey as the Smiths' niece.

9 year old child's mother is 69 year old Grace Smith. Grace Smith is aunt to 64 year old Veronica Green Posey.

I'm sure these folks are so inbred there's no telling how anyone is related to anyone. So everyone is just "cousin."

I'd be willing to bet the perpetrator is cognitively disabled and likely has the mind of a 12 year old.
