Wow...that is intense. He doesn't need jail...he likely needs residential mental health care treatment and his parents likely need help too. Even if his home life is ok, that's a lot to deal with.
The sad thing is, this kid is going to seriously hurt someone some day (even without a vehicle), and there's not much the authorities can do to prevent it. It will likely take some heavy medication/counseling to even begin to make a useful citizen out of him. I'll take bets that doesn't happen until the victim count goes up.

You say it like its easy to get kids in the proper programs when they are mentally ill. Those programs cost $1000s a DAY and often insurance doesn't cover them. And then add in many programs are "tough love" or old school and don't help the kids anyways. Finding proper mental health care for children is not easy. Especially when the child is to this degree.
If this is the second time it has happened, how did the parents react after the first time it happened? Did the kid have the thought that he got away with it once, he could do it again? Was there any discipline done after the first time?

He doesn't need "discipline" he needs mental health care. It is surprising that he was in any position to do this a second time. It seems like if he did it once, you would be really careful not to let him have the chance to do it again. I wonder if his needs outweigh the parents abilities.

If several po'd state police chasing him across the country did not scare him.. what makes you think anything his parents did would help? short of tying him to a post and whipping him.......
Local news said when they stopped him he kicked one officer in the shins and spit on multiple officers.
Would love to know where the Mother kept her keys that were so put of reach and hidden from
her little angel!
Was reported they didn't know what charges should be filed. Seriously...maybe a family jail cell. By not hiding those keys after the first time she put innocent lives in danger!
