I get what you're saying, but I disagree. Not having a license plate means she didn't purchase a license plate, or it expired, or whatever. And THAT means she didn't get it inspected, or didn't pass an inspection, which very well MIGHT be a safety issue.
Plus white powdery substance (without going back to check, I believe they said it was cocaine?) on the seat of the car would imply she was using in the car, which would also be a safety issue.
And the fact that she'd try to throw her own kid under the bus doesn't speak well to her character. She's no angel.

She has not been charged nor implicated in any child abuse or endangerment. It is the police who denied her child of the mother's care, which doesn't speak well of the police.
