I get what you're saying, but I disagree. Not having a license plate means she didn't purchase a license plate, or it expired, or whatever. And THAT means she didn't get it inspected, or didn't pass an inspection, which very well MIGHT be a safety issue.
Plus white powdery substance (without going back to check, I believe they said it was cocaine?) on the seat of the car would imply she was using in the car, which would also be a safety issue.
And the fact that she'd try to throw her own kid under the bus doesn't speak well to her character. She's no angel.
