I absolutely why Carraway wants to pass this law. It makes his race look like a bunch of idiots, since it appears that it's mostly a black thing. But you can't legislate the stupid out of people and the politicians should really stop trying. No worse than Bloomberg banning large soft drinks in NYC. Loss of personal freedoms and all that - gov. needs to STOP wanting to be in everyone's business and forget about the stupid laws, esp. when it comes to city ordinances.
Black, Mexican, White Trash, & Asian thugs.

If these idiots that continue to wear sagging pants knew what it REALLY meant and where it got it's start, I wonder if they would still wear them like they do?

I would bet most know it came from the prisons. If your refering to the notion that it was supposed to signal sexual availability in prison, that was proven to be an urban legend.

You're right, it was started in prison. Inmates aren't allowed belts or rope etc. So their pants tend to sag.

I think people who wear saggy pants are doing me a favor. I can tell, at a glance, not to associate with them, hire them, or pick them to be my partner for Trivial Pursuit.

Now, to be sure, there are plenty of other stupid people out there, and I wish they had the common courtesy to let me know in some way right off the bat. Saggy pants accomplishes this.

(PS If you're reading this, and you happen to be one of the saggy pants people... oh who am I kidding. The internet is some magic, mystical thing you haven't figured out yet.)

As much as I'm against sagging pants, I don't see why they should be banned. Unless you can see their crotch/butt crack or underwear. If they have a shirt that covers it, I think it's ok.

I agree with the folks who think its silly, dumb, whatever, but I am fascinated that I see people with the top of the pants at their knees and they stay there.
