Who are these new aholes in red shirts by customs who are shaking passengers down for money to get their bags?

Not only were they creating chaos by not allowing people to get their bags, but they were actually yelling at people and then demanding money to move suitcases.

I know some people are reporting them.

What gives?

It's in the area where you get your bags before going through customs.
So not just any baggage claim area.
