Places that tick most of the boxes for you Sachse and Rowlett. You can get new construction for that price (don't know about the pool though). Your husband will be able to drive to Addison in 45 minutes, you can take the train from either Rowlett or Garland to get downtown. Schools are decent, safe area. Not as popular as Frisco/McKinney/Plano but a viable option imo. Check it out.

trying to understand how a home like this one is available at $250K while the feedback i received seems to point to my wants on a new home being unattainable.
i appreciate any insight.

Because posters on this forum seem to think Forney, Heath, Rockwall, Fate, and all locations East of Lake Ray Hubbard are too far away from jobs, etc. Also, there are fewer malls and attractions out there.

It all comes down to commute time. I've worked in downtown Dallas for years. Many coworkers commute from Keller, North Richland Hills, McKinney, Prosper, Rockwall, etc. They love their home/neighborhood and don't mind sacrificing the drive-time. However, some people really hate driving. Depends on what camp you're in. If husband doesn't mind the drive, and you have no children or pets to race home and feed, then Forney is a viable option.

I used to work in Addison. Co-worker lived in Rockwall. It was a long commute for him. Forney would be even worse, and that stretch of 635 is a nightmare during rush hour with seemingly at least one accident a day.

Also, in terms of schools, Forney is "good", but it's not "great". But that's a smaller issue -the commute will be the real killer. And that's what you'll see most of the time - all else being equal, prices decrease as distance from the "city centers" increases.

Again, nobody is saying you can't have MOST of what you want, you just can't have ALL of it. Which do you drop? Richardson has a short commute and really good to great schools - but your house will likely be older and smaller at the price point you're looking at. Every place will have tradeoffs.

Prioritize your wants, figure out what is least important, and work from there. I also agree that a rushed buy is not a good idea. We bought 2 years after we moved down, and although it wasn't "optimal", we've benefited from price increases since then. I'll note that if you don't have kids but are asking about elementaries, then that implies staying a minimum of 6 years wherever you purchase, probably at least 10. There can be ups and downs in the market over that time, so buy what fits best for you in a timeframe that makes sense, not because "oh dear, prices are increasing". Just my two cents and all.

A home like that is unattainable for the desired commute time you wanted. It's not even rush hour yet and current drive times from Addison are 45 minutes and 40 minutes from downtown. If you both left work at 5, it would be between 6-6:30 before you both got home every night. If you're ok with spending 2-3 hours in a car everyday, then sure there are places with cheap new homes we can suggest. But that's not what you originally asked for.
