You paid too much, for sure, but as others have said, there is no law against being the most expensive. Get the work inspected. Whether you pulled the permit or not, you are keeping the work from being inspected. If you sell the house and there is ever a problem with the water heaters, and you knowingly kept the units from being inspected, you could be held culpable.

You need to write this one off to experience. You paid the money, you authorized the work. Next time, you should get estimates and be more informed before you authorize work to be done.

They lied to you, then it's fraud. I would contact the State Plumbing Board and file a complaint and then contact the State Attorney General's office too.

That should get the plumbers attention.

Based on the facts given, there is not a single violation that the Texas State Board of Plumbing Examiners can take action on.

The water to this home has a main shut off. this will allow the work to be completed. The plumber knows he can indeed shut it off otherwise he would not be able to work on it. Water heaters vary in features but you will find a high efficiency unit will likely run in the 250-350 range. installation is pretty easy but takes maybe 1 hour each. The home stores can and will do the act for about $100 / install or so. Your plumber is way out of bounds and you should lose his number forever.

Angry Bummer!

I think that, even IF the installation you were charged is not totally unreasonable, you should contact the better business bureau in your area and report to them how the company dealt with your service call and your complaints! Doesn't sound like anyone I would want to do business with!
