My neighbor makes them, but they're not free. She sells them for $7.95 in her Etsy shop. The little bit of money she makes selling masks and jewelry supplements her SS.
Unable to obtain a mask sounds like some cruel joke. When everybody else was under stay at home orders street vendors were allowed out without permits to sell "essential goods" on street corners and now just about every store now has mask, disposable and washable in their impulse by aisles.
Some folks are house bound with no one to get things for them. Or they can't afford to buy one. They may need one to get their mail from the community mail room. Some folks are just not able to figure out how to get things they need! They are not in stores and on street corners looking to buy a mask! This organization I referred to has a network of wonderful folks who will make and send them to those in need. I know first hand.

I think you did a good thing. It didn't even cross my mind at first that masks would be hard to obtain or be a major expense for some.
You can buy them every where now.....grocery, CVS, home depot......they are not expensive.
Expensive is relative. After locally seeing long lines for the free school lunch program and lines of several hours to get food from the food bank, I have to believe that some people simply don't have the extra money to buy them. I know several people who have/had been out of work for however length of time that non-essential businesses were closed down. I've given my homemade masks to a few of them. They seemed thrilled.
