Hi to all, this is my first post and unfortunately it's about a situation I'm having with my apartment right now. Since Saturday at 10AM we have no hot water, we called the lease office and the guy told me that they need two maintenance persons to fix that and during weekends they only have one so until Monday I will not have hot water (that's exactly what he told me over the phone), I asked him again to see if I was missing something because I couldn't beleive what I was being told and the guy told me the same thing again. I think this is not only irrespectful but a health risk due to kids and older people living in the building... Is there any action I can take?

According to the Delaware Residential Landlord-Tenant Code, the landlord has 48 hours to remedy. See the code here - Title 25 and specifically, section 5308.

I went thru this while living in PA 20 years ago. No hot water for 4 days in a large apartment building. Supervisor always had an excuse. Finally I got smart and called the local health department. Fixed in 2 days. They needed a new boiler. Make sure you keep track of names and numbers so you can call back. I feel for you...

This law only applies once the tenant has given a WRITTEN notice.

You have electric? Can't you heat a bowl of water on the stove or in the microwave for a few days to take care of the essential needs? I could understand if you had no water and no electric- but, surely not having hot water for a few days is not a big deal. Think of it as spending a weekend camping out.
