Not all HOAs have a web site. Some management companies restrict the access to the public. Clearly, recent legislation indicates that the lawmakers want HOAs to be more transparent but there are management companies that are blocking a great deal of information. I don't agree with the practice. As a real estate broker, I love to see HOA web sites with loads of information.
