I actually checked my municipal ordinance out of curiosity on this... I am actually in violation of the ordinance much of the time, as it turns out. If I am outside doing gardening for an hour, and have my dog on a long tether and stake, so that he, too, can enjoy the outdoors with me, I am breaking the law. Dogs are only allowed to be tethered in 30-minute increments, with owner supervision. Theoretically, I am only allowed by my city to have my dog outdoors for 30 minutes at a time, no more than three times a day, if a tether is involved (and it always is, since my dog is a runner and a fence-climber). I am often outside with my dog for more than an hour, weather permitting. If my neighbors wanted to turn me in, I suppose they could. But considering that all of them do the same, I'm thinking it's not happening. I would LOVE for Animal Control to come and hassle me for lying reading on my hammock for an hour, dog napping by my side, simply because the dog has a long cable attached to his harness for his own safety. That would be rich.
Wow, that's crazy - I'm really anti-tethering for real violators but you seem to be doing the right thing! I guess you could after 30 minutes bring him inside for one second and then back out again :-D
anti-tethering laws are some difficult animal laws to figure out cause many time they are not standlone ordinaces but used in combination. Many times the definition used are not the common understanding so people read more into (and less) over what the law actual says and is intended to accomplish. Since these issues are relativly new issues, its also not uncommon for the law to be written within another ordinace where the connection isn;t made or they place it outside the ordinace it was inteded to assist. Thats why i would always recommend a person facing questions on their specific anti-tethering law speak to someone in the legal or animal welfare area who can tell you exactly what it says and provide the foundation for their interpretation. No need to fear a law that doesn't apply under the conditions.
In my case, it's pretty clearly worded and comprehensible. It's just kind of silly. I don't really have any questions, I'm just going to keep doing what I've always done, which is fine, and presume that it won't be a problem, since it hasn't yet.
