Have you tried looking at the website to your local shelter?

A lot of people do not believe that many shelters have pure breds. It happens all the time. You don't have to leave home, just look it up online, see what they have.

You may get lucky and find the type of dog you want...and you don't have to jump through hurdles and be treated like a felon from a rescue organization who forgets why they started one in the first place.

Couldn't hurt to just look.

Have you worked with her on her shyness? How does it manifest and in what context?
In addition to basic obedience there are other exercises that would either help her get over her shyness or teach her other behaviors that would compensate for it.

Sometimes it doesn't take much of a change for a dog to get adopted. Something as simple as teaching her to make eye contact or teaching her default behaviors for when she meets people, teaching tricks, or setting the meeting up in a setting that is less stressful can make a world of difference.
