Yes! I was reading an article on this topic not long ago. It seems like adopting ex-military dogs has become something of a style, and apparently some people in the system may be making money from (illegal) adoption fees, while the former handlers are getting stiffed by the system. I would link to it if I could remember where I saw it.

Edit: Actually, the original article mentions some of what I read - so anyone wanting to learn more about how the bureaucracy back home is stiffing vet handlers can get plenty to go from there.
