Could be a soft coated wheaton terrier. It would help to know the size.
There are any number of breeds that have a soft puppy coat like that and without knowing the size and without hands-on to determine body structure, it's about impossible to say.
Unfortunately, it's difficult to even guess sometimes, as dogs can have a "Heinz57" mix in their background. So I'll only say this: whatever breeds are hidden away in there, he/she is beautiful.
It's hard to get an idea of the dog's size in this picture, and even if it wasn't, there are several breeds (and loads of mixes) that can look like that sweetie.
Definitely poodle mix. What part of the country are you in? I have been looking for a smallish poodle mix (rescue or pup) and have been so excited one day, thinking I found THE pup, to feeling completely let down the next day. But part of my saga involves hours of research. I ran across a web site that I thought at first was devoted to poodle mixes, but silly me, it was a Craig's List clone and sells every- thing. But if you type in poodle mixes, you will be in poodle mix heaven with tons of photos. Check out oodle dot com and you may find a relative.
Chances are you will never know the exact parentage. You can do a DNA test (~$75), but will that change anything? They typically ID the 3 most predominant breeds. You can see if the dog is pre-disposed to any congenital issues, or, help you understand your dog a bit better. (Example: if it has Collie in it, it may want to herd. We had a Sheltie we took to the lake to work the ducks). The bottom line, it won't change how you feel about the pup. It's an Ancestry for dogs. (Good thing we don't chart mixed breeds, lol, not enough room).
