I once saw a credit report that had 16 credit cards without a single payment made on any of them. The banks were giving very low limits, $300-$500, and I am guessing, extremely high interest rates. This person would get her $500 card and spend it all and never pay, and then go and get another card with a $500 limit and never pay. Look at used car dealers. They will finance anyone, no matter how bad the credit.

So yes, people with bad credit can borrow more money. Interest rates will be high and if your credit is bad enough, the person that you borrowed from will send a leg breaker to encourage you to pay. But if you are willing to put your kneecaps up for collateral, it doesn't matter how bad your credit rating is.
