Actually, unless they are being very stupid, no it is not. Separate checking accounts, housing could be shared expenses allowing woman to live in a safer place than otherwise, guy cannot use the food stamps or food purchased with them. Everything has to be above board as far as any aid. If you think of her owning a small condominium (allowed) and small-minded people complaining that the other condo owners weren't supporting her and were benefiting from her condo fees and flowers, you get the overview.
The mentality of thinking that it is fraud was the HUGE mistake in in Johnson's "great Society." It drove the men out of the black households en masse and/or turned them into criminals. That meant that the kids never got to have a "family" or the influence of a father, it perpetuated a cycle of poverty, and continued a racist mentality under a different guise.
Another issue in the O.P. is that if the woman is disabled under social security, that would follow her whether or not she remarried. Having a wedding band does not suddenly cure blindness or make the crippled walk.
The reality is that in our messed up health care cesspool, a marriage could create enough additional costs that all of the participants would get dragged down deep into poverty. As it stands, the woman has a modicum of independence and some support that would otherwise have to come from social support systems.
It disgusts me when people are so narrow minded as to whinge about the disabled getting a taste of normal life when our government freely spends massive amounts of money to support corrupt countries and spends so much money on excess military hardware that it gets left in place to rot or "gifted" to our local Stazi.

10 years and not married? She should marry him immediately and get a life insurance policy on him if he doesn't have one. God forbid if he dies she's SOL as far as his social security. Then there's his beneficiary designations to consider.
If seen and heard of situations such as this going bad.
You have a woman with disabilities, and that means heavy medical bills. There is a granddaughter, that also need medical coverage. What we do not know, if the insurance coverage she would have if married, would be sufficient to replace her present medical care. That is a big question and very important.

He could get a life insurance policy with her as a beneficiary, even if they are not married.
The only thing she would have as a benefit if they got married, would be the social security payment to a spouse starting at 60+.
I know a couple living together as man and wife for 20+ years, who would love to marry, but never will be able to in a similar situation. He is the disabled one. He cannot afford to let his medical coverage go, and his check for being disabled would stop if they were married. She works in housekeeping in a hospital and has for over 20 years, so her pay is not huge. Not huge but lets a couple in their circumstances live decently. Marry, and they would be in trouble financially and medical care if they married.
There is a couple that have been living together for about 10 years.
Guy makes very good money. Woman makes very little considering she is disabled.
If they marry, woman would lose her food stamps even though she gets very little. She'd also lose her 'free' insurance.
Woman also has custody of her grand-daughter which her daughter abandoned so gets welfare coming in for her too.
So they actually use food stamp money for fun since the guy makes plenty to support them.
You sound very judgmental to me. The woman is disabled and taking care of her granddaughter whom her daughter abandoned. She's getting a few food stamps to feed them, and Medicare that she deserves, since she's disabled. So what are you complaining about exactly?
(BTW, Medicare is not "free." Recipients have to pay a premium each month for it.)
