I know 1099's are for "independent contractors," though there are some that are used to skirt tax laws like say WWE.

At what income level does it become money mismanagement? $10K? $15K? $20K? Some other amount?

It depends on who is looking at it because you see a lot of people on here that say at 20K even 15 and 10K can be cut-down (baring COL.)
