I do not believe all those buildings are in the same country.

Sunlight? Or more likely eye sores.

They are all being taxed by the hand of time and the elements. Now if you really want to make this intriguing, post some pictures of downtown Clearwater with the same question.

Correct - each of the 4 are in different countries, and those countries tax different things - which is reflected in the architecture of the buildings.

One building - the upper left - is indeed in a jurisdiction where windows are taxed. It is in the UK.
