Correct - the building in the lower left is in France in a jurisdiction where the number of floors is taxed - but a roof is exempt from that tax; the definition of roof is such that you get that style of roof on the top floor.

Moguldreamer: I will guess that the top right is from an Asian or SE Asian country. Places like Thailand, Malaysia, Indonesia, and southern China are full of those shoplot streets. The shops and the living quarters above are owned by families who keep it all in the family.
Typically run by Chinese families, no hired hands in the shops, family members work in the shop and usually for no pay. All of the money stays in the family and they pay for college education for the children who do not want to take over the family business. I know this because I spent 18 years living in Asia and had many Chinese students whose parents owned those shops. Of course, now they are buying up link houses and semi-detached housing for investments.
I will guess that top right is taxed for either square footage of the shop, or for gross sales.

To me, top right looks like taxation is based on width of property. That's how it was done in colonial days in Philly, as you'll see from some of the oldest rowhouses in the city (check out Elfreth's Alley).
