While this will effect the wealthy the most keep this in mind, if any of us fail to do proper planning prior to our deaths, the tax will be on assets. This means the total amount to be taxed will include your home value, car, bank accounts etc. all of which have been previously taxed. Whether this effects the rich or poor it reveals desperate measures of an administration in over it's head in trying to figure out ways to help pay off all the debt incurred by the poorly thought out stimulus plan. Believe what you want, but President Obama hasn't a clue as to what to do, and neither does that bonehead Timothy Geitner.
