We live in Houston TX. My daughter is currently in 1st grade. What elementary English Language Arts curriculum do you recommend? Do you have a favorite enrichment program? Please share with me great findings in this area.
You do realize you're talking about a first grader?
Get a library card and get her reading. That's the single most important thing you can do. Curriculum, schmurriculum. By the time she's chewed through anything with a Caldecott or Newbury Award, all you'll need to do is stand aside.

Reading and writing? What writing to speak of, do they typically teach in first grade? Judging by the OP's other concurrent thread, this child is way ahead of "See Spot run", and writing simple sentences.
OP, I"m vaguely recalling, that some posters who lived in TX and had their kids in public school there, said California schools were way ahead, after they moved to CA. So this may be part of the problem you're encountering. And frankly, even CA schools don't really teach "language arts". They don't teach grammar, on either a basic elementary level or advanced level in HS, for college-prep. If you want that, you'll need a private school.
IDK what your affordability level is, but some private schools offer scholarships or financial aid. And some require the child to take a standardized test, to determine their ability, and whether they'd be successful with a more demanding curriculum than what the public schools offer. You might make inquiries at private schools in your area, as part of your research. Turf3 suggested St. John's, on your other thread.
Good luck! You've got a project on your hands. I'll be interested to follow your story.

Of course they teach language arts and grammar in California public schools. (And we are way beyond Dick, Jane and Sally in first grade.) However, the family is in Texas.

The OP said in the OP of her other thread, that her daughter is already strong in reading. I take that to mean, pretty much, that she needs no encouragement, and is reading above the grade level work her gifted-kids program offers.
And my earlier point was, that Texas' Vanguard may be equivalent to California's regular public school programs. I've gotten the impression from TX posters here, that TX schools are behind some other states, CA just being an example that's come up before. If that's true, it's not surprising the child doesn't feel challenged, even in TX's Vanguard program. IOW, it may not be much of a gifted-kids program, from a national perspective. I vote either for skipping her, or putting her in a private school, and letting them figure out where to place her.
