If you as an English speaker and reader understand what the person is saying, then nothing happened to English. English conventions are preferences and those can change. When a student submits a paper to the English teacher, the teacher needs to set an expectation that English conventions must be applied. Also, if something will be marked wrong, he or she should be able to explain it clearly. It has happened that a teacher could not explain why some of my sentences were incorrect and, therefore, I should not have lost points. They just did not prefer my writing. In the real world, good writers will get the attention they deserve.
